Tryst With Destiny – a Tale of Utopian Thoughts, Shoddy Myopic Interests and Lackadaisical Approach

What is happening in India is actually the culmination of the apathy and negligence that we show to our security and safety mechanisms for the last sixty two years. Nothing happens out of context ……………..   it only happens as a manifestation of the logical process which was initiated since 1947 that non- violence and Panchsheel will be the cardinal principles to shape and mould our instruments of state policy. Militant nationalism is turned out to be a case of rabid jingoism and should be abhorred even at the micro level. The efficacy of these principles stands vindicated as India had to pay heavily through territorial loss in 1947 Indo-Pak and 1962 Indo-China war. However we Indians still worship “Chacha” Nehru to show this rare display of statesmanship rather than castigate his utopian thoughts and acts of cowardice. Nehru’s belligerence against Indian defense establishment as well as his preponderance of becoming the apostle of peace had three far reaching consequences i.e. chronic negligence to modernization of armed forces, tom-tom the idea of NAM and implementation of a botched model of socialism which was imported from USSR.

The situation improved a bit in 1965 Indo-Pak war but the negotiation process at Taskhand was a mess because not only the country losses a Prime Minister (Lal Bahadur Sastri) who was known for his integrity but the sudden backstabbing of our time-tested ally Soviet Union …the resultant of which we had to part away Lahore that our brave soldiers had conquered without regaining a single inch form POK.

The 1971-72 Indo-Pak war to liberate people of East Pakistan and formation of Bangladesh was a tale of real heroism from the perspective of Indian military leadership. But again the political leadership let us down by including the clause of J&K into the Simla Agreement (that was signed by Indira Gandhi and Julphikar Ali Bhutto). Moreover India failed to take any leverage from the captured 91000 Pakistani army men to solve the J&K problem once and for all. However little kudos should be given to the Indira regime for the following points:

a. To give freehand to General Manekshaw to launch the onslaught against Pakistan

b. To conduct Pokhran -1

c. Formation of RAW

d. Integration of Sikkim with India.

However all the good works were overshadowed with the dictatorial attitude, nepotism of the highest order, complete disregard for democratic sprit and all these were spiced up with a volley of somewhat modified socialist sloganeering and policy implementations( in the long run some of these policies turned out to be counter productive to augment economic growth). The genesis of fragmentation of India Polity and terrorism can be traced back to these periods of time when shady deals and corrupt practices not only demean the institutions but also made a mockery of the constitutional framework ( notwithstanding the fact that Constitution of India is a bundle of comprises catering to various interest groups to attain political mileages). Declaration of National Emergency and Naxalite movement in Bengal in seventies were the two important cornerstones which had a far reaching consequence in changing the political spectrum of the country and the impact of these events is still manifested and reverberated in different parts of India.

Eighties turned out be a defining moment from the perspective of Indian internal security which changed the country’s political dynamics. Mrs. Indira Gandhi and his son Rajiv Gandhi were brutally assassinated. Some may argue that they have made supreme sacrifices for the unity and integrity of this nation……………but some questions still remained unanswered:-

1.       Who created Bhinderwale and pampered him?

2.       Whose regime it was when Golden temple was turned into a military garrison and consequently which prompted the central government to launch operation Blue Star?

3.       What is the rationale of the policy that instigated the Sikhs (who have made supreme sacrifices for the nation both in the pre and post independent India) to promote the cause of Khalistan Movement and the consequent mayhem thereon?

4.       Whether it was not true that RAW agents nurtured and trained Tamil rebels of Sri Lanka?

5.       Who will be held responsible for the terrible loss of Indian Peace Keeping Force at the hands of Tamil rebels? [Indian forces metamorphosed as foreign mercenaries engaged by the Sri Lankan government to fight the Tamil rebels who were trained by our own men………. Historians will treat it as a rare example of dichotomy where the state’s one organs are standing against each other at cross purposes]

Late eighties and early nineties will be remembered for ethnic cleansing of Hindus in Kashmir Valley. Millions of Kasmiri Pandits rendered homeless and thousands butchered by Muslim fanatics which was finely tuned and orchestrated at the behest of Pakistan’s ISI. Successive governments of different political spectrums came but little precious have been done to relocate these Pandits to their place of origin. Kashmir turned out to be a debauched state for India starting from call for Plebiscite, accession to Pakistan and ending up with rigged elections.

Late nineties to present the dynamics of terrorism have changed; it is no longer confined to specific regions but acquired a pan Indian status. Today terrorism is not only emanates from religious extremism but also from linguistic, regional, ideological, sectarian, reprisal and narco- terrorism. Nineties to present day will be known for the era of coalition politics, political brinkmanship and compulsions. The Narashima Rao regime was successful in shelving off the missile development and nuclear weaponization program to please Uncle Sam. The United Front government under Gujral initiated a unique foreign policy, popularly known as Gujral Doctrine. The main thrust of the policy is to display magnanimity to its neighboring countries by discarding the pragmatics of prevailing geopolitical condition in the Indian sub-continent. Whatever counter- espionage mechanisms and assets that we have were systematically withdrawn or deactivated. The NDA government tried to be a bit serious at least through their postures and some actions which may be a product of their political compulsions and conveniences. However Vajpayee’s regime should be remembered for the following events:

  1. Pokhran –II
  2. Kargil War
  3. Missile Development ( IRBMs )
  4. Liberating the nation from clutches of Nehruvian foreign policy to a more realistic and pragmatic one.
  5. Flushing out ULFA militants from Bhutanese hideouts.

However this government too had multitude failures which had been noted below:

  1. Parliament attack and consequent Operation Parakaram whose yield value is questionable.
  2. Colossal intelligence failure to detect intrusion at Kargil sector.
  3.  Succumbing under UK’s pressure government had to release Peter Bleach (imprisoned for Purulia arms drop case).
  4. IC 184 hijack and Kandahar episode and release of Masood Azhar (founder of Jaish –e- Mohammed).
  5. Mute response in accepting the butchered and mutilated bodies of 16 BSF jawans from Bangladesh army.
  6. Rationale for no-first-use of nuclear weapons which even US didn’t proscribe.

The present UPA government had turned out to be an epitome of failures in all fronts. It started with a utopian concept where first time in India political and administrative decision making processes were divorced from each other. The UPA government will be remembered in history for its competitive pseudo secularism policies and diktats, compensatory policies in tackling Jihadies vis a vis Sangh members in the same scale and moreover its callous attitude with regard to internal security that had transformed the entire India into an anemic nation.

Country has been drenched with blood and melancholy but what how long it should continue?

1. It will continue so long as we the people of India don’t attach the same importance that we ought to do when the terror unleashed at North –East of India or in the hinterlands of Chattisgarh with that of any act of terrorism happening in Delhi or Mumbai.

2. So long as people of India couldn’t release that debilitating of a remote fringe of India would in the process make the whole country chronic to unrest and chaotic conditions.

3. Wanton destruction of life and property will go on until and unless Indian mass could acknowledge the fact that over romanticism and bonhomie with Pakistan and Bangladesh through people to people contact and cultural exchanges are merely cosmetic in nature because both these countries would not change their basic character of anti-Indianism or anti-Hinduism and if they ceases to harbor the idea there existence as a separate nation will come to an end. In this matter it can inferred that under no circumstances Pakistan will hand over 20 fugitives to India or dismantle it terror superstructure because they will act as leverages to contain the economic prosperity and social tranquility in India.

4.The saga and reign of terror will continue so long as Indian intelligentsia do not realize that innate contradictions between two religions originated in foreign land with that of the Hindu Dharma is creating social fissures and tensions all across the country. To a Hindu this land is his Punnya Bhoomi, Matri Bhoomi and Karma Bhoomi whereas to a Non-Hindu this cannot be his Punnya Bhoomi. Cultural leanings towards Arab and Rome will not only alien themselves from the national mainstream but also inculcate the idea of minoritism peppered with negativism.

5. Until and unless we shed our image of a nation easily cowed by international pressures and our idea of internationalism courtesy Great Indian Comrades who are always ready to raise their pitch against US imperialism be it at Cuba, Latin America, Iran but surprisingly this voice gets choked when we like to talk about our own land mass that were illegally occupied by China and Pakistan. Betterment of foreign relations at the cost of nation’s interest is simply treading on a regime of self-deception and self denial. Mind it only Indian political leaders’ clamor that J&K and Arunachal Pradesh are integral part of India and on the other hand that no one has ever noticed any such kind of mumblings from Pakistani or Chinese leaders for any geographical regions under their respective suzerainty of their country. This defensive mentality and myopic vision of our leaders have let us down.

6. We even dare to go for a strong measure like hot pursuit in Bangladesh or Myanmar leave aside Pakistan and China because the fear of alienating minority vote bank will have a negative electoral backlash and all the meticulously computed power equations will go awry and moreover internationally we will be isolated and diplomatically coerced by the Arab countries easily as we are not part of any strategic blocks.

7. It will continue so long Indian leaders (pseudo secularists) will pay homage and monetary compensation to slain militants family and supporting through all means to captured militants.

 8. India will continue to suffer as long as we have that mind set that defense and any expenditure on espionage and counter terrorism operations are meaningless costs that a poverty stricken country like India cannot afford to bear. In fact India’s spending on defense account is less than even Pakistan in GDP terms. Whatever national assets that we produce could be sabotaged and wrecked into pieces of infinitesimal nature if we do not have proper security apparatus.

9. Until and unless India could make this proxy war costly to those vested interests across the border it will go in an incessant manner.

10. Indian judicial and policing system’s lackadaisical approach is putting hassles for the trial process to be completed within a time bound manner.

11.India will continue to suffer as long as it is administered by callous and insensitive leaders like Vilasrao Deshmukh (Chief Minister of Maharashtra who visited the Taj with film maker Ram Gopal Varma and his actor son Rithesh Deshmukh), R.R. Patil (Deputy CM of Maharashtra who said that these are minor incidents which may happen in a big city like Mumbai), Mukhtar Naqvi (spokesperson of BJP made an infamous derogatory remarks against women protestors), V.S.Achuthanandan ( Chief Minister of Kerala did not even mince words to denigrate Major Unnikrisnan who had made a supreme sacrifice for the cause of this nation).

 12. India will continue to suffer as long as a minuscule of pro-left liberal activists reign in the formation of its domestic and international policies, who are on a mission to promote their agenda of civil liberties at the cost of national security- which should be of paramount importance to any sovereign nation. Too much stress on pluralism and belief in sub-nationalism will accelerate the process of fragmentation of infinitesimal nature of the Indian nation state.

The recent bomb blasts in Mumbai will be judged from different level of significance because this is for the first times nationals of those countries were killed who were until now busy in sermonizing India how to avert Nuclear Holocaust by initiating meaningful dialog process with Pakistan. It is sad to comment upon that some of the persons died this time are not ordinary citizens (though constitution of India guarantees right to equality) but they belong to higher strata of the society, and hence the response this time will appear to be a bit more proactive and that will be manifested through downgrading of Confidence Building Measures together with rescheduling of cricket matches at a convenient time when the temperature comes down. What India can do seriously is to sever all diplomatic ties with Pakistan and revoking of the MFN status (Most Favored Nation status under WTO regime) taking cognizance of the favorable response of International Community which is busy in grappling to redefine its strategy on global war on terrorism? What an ordinary citizen of India can expect is can be construed as a figment of imagination by any sane person but imagine for moment when the combined forces of US and Israeli Commandoes will launch a covert operation to dismantle and destroy the terror superstructure in Pakistan and the role of India at best can be that of providing some logistics because contemplating beyond this step for the current timid and apprehensive Congress regime would be a case of mad venture and electorally suicidal.

 The magnitude of problem and the hostile environment that we face can only be compared with that of Israel and following the Israeli model we should go for mandatory military training of our citizenry and strengthening our civil defense and Territorial Army. The measure may seem harsh but desperate situations demand desperate measures to arouse public consciousness and inculcating the thought process that national interest is supreme above all partisan and individualistic interests. Public pressure through media should be broadcasted in such a manner to accelerate the pace of defense modernization and also to streamline forces instead of deploying them to protect some discredited leaders. This kind of dastardly and ghastly act of terrorism can be controlled to a large extent if we are equally pained and grief stricken and vociferous in a ubiquitous manner wherever and whenever any act of terrorism take place and in the same breadth we resolve to fight this menace to finish it once and for all .
